Kelly Nighland

Kelly Nighland

Kelly is a co-founder and managing member of LB, which was formed in May 2013. Since 1997, she has been providing data migration services, including 11 years as a Principal II Data Consultant at Deltek, Inc. She is very proficient with SQL and has extensive experience restructuring, merging, and splitting Costpoint databases.

As the lead data migration consultant converting clients’ legacy accounting software systems to Deltek’s Cospoint ERP system, Kelly has been a team member on hundreds of Costpoint implementations to date. She was also the lead data migration consultant for SAIC and CSC—two of the largest Deltek Costpoint implementations today. 

In addition to this, she was one of the data migration leads on both the SAIC/Leidos database split and the Aecom/URS merger and has assisted multiple companies on restructuring during the Costpoint 7 upgrade process.
Prior to 1997, she worked as a senior audit manager for a regional CPA firm in the Washington, DC, area, where she performed financial statement audits and prepared corporate tax returns for clients in the government contracting industry.

Kelly earned her Bachelor of Science degree in Accounting from the University of Maryland and is a member of the American Institute for Certified Public Accountants. With her unique background, she can combine her accounting skills, data migration skills, and valuable insight on a multitude of Costpoint implementations to offer her customers the most efficient solutions.

Her home base is in Northern Virginia, where she enjoys spending time with her husband and three children playing sports and volunteering in her community.

Jami Benson

Jami Benson

A co-founder and managing member of LB, Jami is an accomplished project and business leader with 16 years of experience successfully managing complex multi-year strategic projects for Fortune 1000 companies.

As a former senior leader with Deltek, Inc., Jami successfully worked on complex and challenging ERP implementations for its customers. Jami also served as the director of Deltek’s engineering PMO, responsible for a project portfolio of over $35M per year in product investments. Her 16-year tenure at Deltek allowed her to go from an implementation consultant team member to managing Deltek’s largest client implementation. She also served as a managing director and was responsible for the successful operations of Deltek products within her region.

Before 1997, Jami worked in various accounting roles at Jefferson Lab. Her industry experience and hands-on background allowed her to manage the overall implementation and see the big picture. She draws on her detailed knowledge around processes, requirements, and functionality to dive deep into issues when needed. Jami graduated Magna Cum Laude from Christopher Newport University with a Bachelor of Science in Accounting. Her home is in Lynchburg, Virginia, where she enjoys spending time with her family.

Tasha Tillman

Tasha Tillman

Tasha became a partner at LB in 2022 after previously joining LB in April 2017 as a platinum subcontractor team member.  She brings with her over 30 years of diverse experience in government contracting and the commercial industry. Tasha began her career in multiple accounting roles before accepting the role of COO/CFO of a Northern Virginia marketing firm. In 1999, she joined Deltek, Inc. as a senior support analyst. During her tenure, Tasha held several other roles, including custom application business analyst and principal consultant for Costpoint ERP. She oversaw all phases of Costpoint implementations from concept to launch, including integration with other Deltek solutions and 3rd party applications.

Prior to joining LB, Tasha was the director of business systems and services for a government contractor, where she oversaw all ERP applications. In this position, she led several acquisition integrations, upgrades, new product implementations and provided process improvement with both BI reporting and system customizations.

Tasha has enjoyed working in several positions with large government contractors, which has resulted in a unique blend of cross-functional and technical expertise. Her holistic view of ERP landscapes has resulted in extensive experience managing system implementations and upgrades, BI report development, end-user training, and system integrations from identifying requirements to performances throughout her career.

In addition, her varied knowledge of accounting, finance, and human capital has allowed her to serve in a solutions architect role in support of Costpoint, Time & Expense, and Cognos. Tasha not only enjoys working with end-users but also understanding complex issues and providing impactful solutions. Tasha studied IT Management at Capella University and Accounting at the University of Alabama, Birmingham. She currently resides on the Gulf Coast of Alabama.
Paul Whiteman

Paul Whiteman

Paul joined as a partner of LB in February 2014. Since 1998, he has been deploying ERP solutions with a primary focus on project manufacturing and supply chain operations.

Previously, he worked at Deltek Inc. for 10 years, in which he supported several successful Costpoint deployments as a senior principal materials management consultant. In this role, Paul helped drive efficiency improvements in the supply chain, order entry, configuration management, planning, production control, and inventory control processes for Aerospace & Defense contractors of varied sizes and complexity, including SAIC — the most extensive Costpoint implementation to date. 

In 2011, Paul was promoted to solutions architect at Deltek Inc. He served as a strategic advisor on sales pursuits, analyzed customer requirements, made solution recommendations, provided accurate services estimates, and supported the initial stages of implementations.

Before coming to the US, Paul worked for one of the largest manufacturing companies in New Zealand and then for a Deltek customer in the United Kingdom. His education includes a Bachelor of Manufacturing and Industrial Technology from Massey University in New Zealand, a Java II Programming Certificate from Sun Microsystems, and a Government Contracting Certificate from George Mason University.

Paul is based out of Northern Virginia with his wife and three young children and recently became a US citizen. Like any good New Zealander, he still enjoys watching rugby, cricket, sailing, and playing golf.

Susan Pucciano

Susan Pucciano

Susan is a co-founder and former partner at LB, which was formed in May 2013 after consulting for Great Circle Solutions, LLC as a data migration specialist for two years. Before joining Great Circle, she worked for Deltek, Inc. for 22 years in some different roles, including as a lead data consultant and director of the data consulting team, director of integration, and managing director responsible for the successful implementation of Deltek’s product suite at dozens of clients of varying sizes and in several different industries.

Susan specializes in legacy data migrations to Deltek Costpoint. She also has extensive experience restructuring and merging Costpoint databases and has worked with the Costpoint CRM (aka GovWin), GCS and TESS database structures, and Costpoint.

Susan graduated summa cum laude from Georgetown University with a Bachelor of Science in French, Wants to put to use leading a large Costpoint implementation in France. Her home is in the Outer Banks, North Carolina, where she enjoys the outdoors.

Joe Shepherd

Joe Shepherd

Joe joined LB in May 2015 as a platinum subcontractor team member and has over 25 years of experience in government contracting. He started his career as an auditor with Grant Thornton International, where his concentration was in financial and compliance audits for government contractors. This experience led him to exposure and a keen interest in Deltek products.

Joe continued his government contracting career growth in roles such as corporate controller and director of finance and administration in several companies where he twice spearheaded the migration from legacy accounting systems to Deltek System 1 (now GCS Premier). As Joe’s product knowledge grew, he aspired to provide consulting services to Deltek customers.

In January 1996, Joe accepted a role at Deltek, where he held various positions for 17 years. He began with Deltek System 1 implementation consulting and transitioned into Costpoint implementation consulting. Joe progressed through the ranks of Costpoint consulting and became an ERP implementation project manager and part-time instructor with Deltek University. He also provided project management consulting to customer PMOs. His experience with PMOs led to accounting integrations with resource and project management tools such as Allegro, Primavera, Microframe, and Cobra. During the latter half of his tenure with Deltek, Joe served as director of services, where he developed and managed Costpoint and Earned Value Management consultants and played a lead role in the rollout of new product and service offerings.

Before joining the LB team, Joe worked as an independent consultant managing ERP implementation projects for Deltek and Deltek Partners.

Joe graduated with honors from the University of Maryland – Bowie State with a Bachelor of Science in Accounting. He currently resides in the Northern Virginia area.

Lowell Ranger

Lowell joined LB in December 2015 as a platinum subcontractor team member and has over 11 years of IT experience in Business Intelligence and government contracting space. Lowell has led all stages of the Business Intelligence System’s development life cycle methodology. Moreover, he has directed requirements development and analysis, process design development, testing, and post-implementation.

Lowell has a Bachelor of Science in Finance from Saint Louis University and holds the IBM Cognos Solutions Architect certification. He currently resides in Rochester, New York.

Mary Turri

Mary Turri

Mary joined LB in June 2016 as a platinum subcontractor team member and has over 15 years of experience in government contracts. She was introduced to Deltek products as the customer, working with the Deltek implementation team. Together, they successfully designed, configured, and implemented Costpoint People and Deltek Time Collection. This experience led Mary to an interest in ERP systems.

Mary later had the opportunity to work for Deltek as an HCM consultant and a principal customer care analyst. With her wide range of experience, Mary can see all angles of customer ideas and issues and provide logical solutions. Mary specializes in Costpoint People, Deltek Time Collection, and Employee Self Service.

Before joining the LB team, Mary worked as an HCM independent consultant managing, training, and implementing ERP systems. Mary graduated from California State University, Chico. She is based in Novato, California, with her husband and two small boys.

Tim Hoefer

Tim Hoefer

Tim joined LB in October 2016 as a platinum subcontractor team member and principal Costpoint materials consultant bringing over 30 years of ERP experience, with a background that encompasses manufacturing, scheduling, production, and inventory control, with diverse applications in both government contracting and commercial industries.

Since 2006, Tim has been involved with implementations and best practice solutions using Deltek’s Costpoint as a consultant, along with hands-on experience in the role of production control manager. Previous positions include project manager, senior manufacturing systems analyst, production planning manager, master scheduler, and inventory manager.

Tim participated in six-sigma, lean, 6-S, TQM, and Toyota methodology training and taught classes that included demand management, forecasting, master production scheduling, MRP II, flow manufacturing, product costing, and inventory record accuracy. Tim has a B. S. in Management from Kansas State University and certification [CPIM] by the American Production and Inventory Control Society. Tim resides in Orlando, Florida.

Ying Guo

Ying Guo

Ying joined LB in September of 2017 as a platinum subcontractor team member and has over 15 years of experience in the government contracting space. Ying started his career as an MS SQL database specialist on the Costpoint/T&E implementation team at Eagle Group International. In September of 2005, Ying joined Deltek as an HCM consultant and specialized in non-Costpoint T&E implementations and integration, including JD Edwards, PeopleSoft, and Oracle.

He then transitioned to Deltek senior data conversion consultant with a focus on integrating Costpoint and 3rd party software, automating ETL of financial data, and utilizing Deltek Web Service API. He also performed Costpoint, and TESS database restructures, merges, and custom software design.

After leaving the consulting world in 2010, Ying designed and implemented an Integration Platform (I.C.E) for Technology & Business Solutions (TBS) with over 200 custom integrations. Ying’s experience has also allowed him to create self-service software integration packages for clients with limited Costpoint/T&E knowledge.

Ying has a Bachelor of Science in Computer Science from the Georgia Institute of Technology. He currently resides in Northern California and enjoys spending time with his family. Ying also currently holds an FAA Private Pilot’s License.

Dan Marvin

Dan Marvin

Dan joined LB as a platinum subcontractor team member in September 2017 and has 28 years of experience with government contracting and non-profit contracts and grants. In 1985, with his graduate degree in Piano from Peabody Conservatory, Dan went to Europe to launch a music career but found himself working in the accounts payable office of a US military contractor.

In 1989, he completed course work at the University of Maryland, University College, and passed the CPA exam. Dan worked with Mitchell/Titus & Co auditing government contracts and indirect cost rates for the Departments of Energy and Labor. 

In 1992, he joined the National Research Council of the National Academy of Sciences as an internal auditor and later as an accounting supervisor. From 1996 to 2001, he worked as a Controller in the international non-profit development field. His experience implementing Costpoint in challenging environments led to launching his own consulting practice working with international companies, both commercial and non-profit.

Since 2002, Dan has been working as a Costpoint consultant in the areas of projects, billing, pool allocations, accounting, multicurrency, multi-company, inter-company work orders, and consolidations.
Dan lives in Reston, Virginia.

Lauren Dunn

Lauren Dunn

Lauren joined LB in September 2018 as a platinum subcontractor team member and has over 20 years leading accounting and financial systems teams as both a controller and leader of transformative initiatives. Throughout her career as an accounting executive, she was continually drawn to transformation projects and has built a specialty in serving as both an SME and a project manager implementing Deltek Costpoint, Time & Expense, HFM Consolidations, and Hyperion Planning in highly complex and dynamic environments.

Over the last several years, Lauren has worked extensively with Deltek Costpoint, Time & Expense, Cognos, and the Hyperion suite of products in a day-to-day operational capacity. She has successfully orchestrated the multi-national, multi-company financial systems integration of several Fortune 500 companies onto these platforms. As an SME herself, she enjoys designing solutions that work for the business while leveraging the system functionality “out of the box.” Her desire to deliver end-to-end solutions across the enterprise applications makes her an excellent partner with IT, functional system owners, process owners, internal audit, and C-Level management to ultimately deliver long-term, scalable solutions for her clients.

Lauren has a Bachelor of Science in Accounting and Finance (double major) and is an active Certified Public Accountant, and is currently pursuing her PMP certifications. She currently resides in Hamilton, Virginia, with her husband, son, and daughter, when she is lucky enough to have her home from college.

Robin Choisser

Robin Choisser

Robin joined LB in January 2021 as a platinum subcontractor team member and has over 30 years of versatile accounting, auditing, and systems project management experience. Robin started her career in auditing with KPMG and then in progressive accounting roles in various industries, including several multi-national government contractors.

Robin also served as senior project manager of business enterprise systems for a government contractor. In this position, she led the company’s transition from on-premise operations of their Deltek suite of applications to a cloud hosting environment, managed application upgrades and new product implementations. 

She has also championed extensive business process re-engineering leveraging Costpoint’s newly updated functionality, BI reporting, and integrations with 3rd party HRIS and Payroll platforms.
Immediately before joining LB, Robin spent four years as a full-service consultant designing and managing implementations and delivering training for clients converting from Deltek GCS Premier to Costpoint and Time & Expense.

Robin provides creative and overarching end-user expertise in Costpoint’s accounting, project, and people modules, including the Multicurrency and Multicompany features and Deltek’s Time & Expense. She provides implementation services, Corporate Controller level Staff augmentation, and detailed hands-on training in these modules.

Robin graduated Magna Cum Laude from the University of Maryland with a Bachelor of Science degree in Accounting. She is also a licensed Certified Public Accountant in Maryland, which she recently converted to inactive status when she relocated to sunny Tega Cay, South Carolina. This is where she enjoys lake life, golf, and attending SEC sporting events with her college-age sons.

C-M Carraway

C-M Carraway

C-M joined LB in June 2021 as a platinum subcontractor team member and has over 20 years of experience in the government contracting and Business Intelligence space. C-M has worked in many areas of Business Intelligence Systems ranging from requirements gathering, development, process improvement, system design, life cycle development methodology, staff development, training, and post-implementation support. C-M’s approach to Business Intelligence is to “work smarter, not harder.”

C-M has a Bachelor of Science in Accounting from Saint Joseph’s University. She resides in Cape Coral, Florida, with her husband.

Kate Matthews

Kate Matthews

Kate joined in June of 2021 as a platinum subcontractor team member, bringing over 30 years of experience writing GovCon software. Kate spent nearly 20 years at Deltek, Inc., beginning in the Custom Solutions group writing enhancements for System 1. Kate joined the Costpoint development team at its inception and worked on the system architecture and then on many of the apps in the Projects module as well as multiple other modules.

Kate then joined Technology & Business Solutions (TBS), where she developed Claritas and later Aspire. Kate’s skills include SQL, stored procedures (MSS and Oracle), Java, Actian (formerly Pervasive), and Costpoint Extensibility. She also has a very strong understanding of Costpoint functionality and data.

Kate graduated magna cum laude, Phi Beta Kappa from the University of Maryland with a B.S. in Psychology. She lives on the South Carolina coast.

Tara D'Arcangelo

Tara D'Arcangelo

Tara Joined LB in March of 2022 as a platinum subcontractor team member and has over 16 years of experience in the government contracting utilizing Deltek Costpoint. Prior experience includes general and cost accounting roles for a large manufacturing company.

Before joining LB, Tara worked as a Senior Finance Manager over the areas of Pools, Revenue, Billing, Project Design & Setup, and AR. As a functional lead and Costpoint SME, she has been involved in multiple implementations and system conversions/consolidations. She designed key reports, metrics, and provided cross-functional training.  Tara has an A.S. in Accounting from Peirce College and Deltek Certifications in Projects & Pools, General Ledger, and Billing & AR.

Tara lives in Sicklerville, New Jersey with her two daughters.

Jamie Hill

Jamie Hill

Jamie joined LB in April 2022 as a platinum subcontractor team member and has over 10 years of experience in government contracting.  Jamie started her career in auditing and then in progressive accounting roles at government contractors, where she received exposure to Deltek Costpoint implementations and integrations.

In her previous role as Accounting Shared Services Director, she managed a large accounting department that handled Asset Management, Corporate Real Estate, Cash Applications, General Accounting, Benefits Accounting and International Accounting.  Here she was also responsible for transitional service agreement exit as a result of merger & acquisition transactions as well as the integration of accounting systems.

In more recent roles as Assistant Controller, Jamie was not only responsible for General Accounting but also Accounts Payable, Time & Expense, Travel, Accounts Receivable & Collections, Contract Close-out, Financial Reporting & Consolidations, Payroll and Project Accounting.  Additionally, she served as the lead for comprehensive Deltek Costpoint integrations. Jamie provides implementation services as well as Corporate Controller level staff augmentation.

Jamie graduated top of her class from the University of Tennessee with a Bachelor of Science degree in Accounting and a Master of Business Administration from Tennessee Technological University.  She is also a licensed Certified Public Accountant in Tennessee.  She currently resides in the Northern Virginia area where she enjoys spending time with her family.

Dave Desrosiers

Dave Desrosiers

Dave joined LB in February 2023 as a Platinum Subcontractor.  He has over 30 years of ERP experience in manufacturing, production planning, master scheduling, inventory management, and Procurement in both commercial and government.

Dave has managed and/or supported several Costpoint implementations as well as developing process improvements leveraging best practices. Previous positions include EST Manager, Costpoint Supply Chain, Lead Costpoint Materials/Supply Chain Principal, SR. Business Process Analyst, Materials Management & Procurement, SR. Materials Planning Manager, and Director, Supply Chain Management. 

Dave has been an ISO Internal Auditor, and also served as an Operational Excellence Officer utilizing both Hoshin Kanri and Quick Response Quality Control (QRQC) methodologies.

Certifications include Materials Management & Accounting Systems (MMAS), Government Property Management, Costpoint Procurement, Costpoint Materials Management Master, and Costpoint Manufacturing.

Paul Geyer

Paul Geyer

Paul joined LB in 2024 as a platinum subcontractor team member and has nearly 20 years of experience in IT leadership within the GovCon industry.  Paul began his career building integrations for Costpoint and has since implemented, integrated, and supported a variety of the industry’s leading enterprise applications.  He is very proficient with information security, enterprise architectures, data transformation, and the software development lifecycle.

Prior to joining LexellBlue, Paul served as the Vice President of Information Technology for a Virginia based government contractor supporting over 2,000 employees across 42 states and 5 countries.  During his career, Paul has served on the leadership team for multiple acquisitions and sales supporting both technical and functional processes.   Through his experience, Paul has developed a multi-disciplinary appreciation supporting business process improvement and compliance.

Paul has a Bachelor of Science degree in Computer Science from the Georgia Institute of Technology as well as Certificate in the Management of Information Technology.  He is also a Certified Information Systems Security Professional (CISSP).  Paul now resides outside of Orlando, Florida.

Erica Geyer

Erica joined LB in 2023 as a platinum subcontractor team member and has over 20 years of experience in designing and developing custom software solutions for a variety of industries. With experience in over 14 programming languages, including most SQL platforms and several frontend frameworks, she has enjoyed success bridging the gaps between user experience, technical requirements, and implementation.
Prior to joining the LB team, Erica’s career traveled diverse technical landscapes; from crafting intuitive visualizations of complex concepts, to fine-tuning stored procedures in large-scape super-computing ventures, to constructing robust REST APIs to streamline management in expansive cloud infrastructures. Erica has garnered valuable experience from both government and commercial sectors, having served multiple government contractors as well as contributing her expertise to industry giant Dell. Erica now continues to empower clients with tailored solutions, simplifying data conversions, streamlining integrations, and delivering customized functionalities.
Erica graduated Summa Cum Laude from Mississippi State University with a Bachelor of Science in Computer Science. She currently lives in the Orlando, FL area, where in her spare time, she indulges in her love for the outdoors, often exploring the diversity of Florida’s parks, ranging from serene natural sanctuaries to thrilling amusement parks.
